What was the Carbon Pollution Reduction Scheme Bill


The Carbon Pollution Reduction Scheme Bill was the proposed federal legislative framework for the ETS. The legislation was to apply to approximately 1000 major emittors  responsible for approximately 75% of Australias CO2 emissions. A general threshold of 25,000tonnes of CO2 Direct or Scope 1 Emissions, will apply with lower thresholds proposed for certain sectors. Industary sectors to be affected are the Stationary Energy, (Power stations, industrial plants ), Transport, Fugitive Emissions, (Coal and Gas Producers), Wast (Landfill), Synthetic Greenhouse gases , and Agriculture sectors (Post 2015). The proposed Carbon Tax has superceeded this proposed legislation but the key thrust of the bill may well re-appear under the Carbon Tax option.
